If the game doesn't automatically equip the Silencer on your Pistol, hit "RB" to do so on your own. Crouch, then look forward and right. Wait for a circling guard to move into the light, then zoom in and take him out with one head shot. Remain crouched and slowly move forward, along the right side of the dock. Aim your gun at the stack of metal crates and look for the guard sitting on top of one. Take him out silently the run to the stairs to your left.

Slowly approach the the top of the staircase. Be careful as there are circling guards here. If you spot one, remain hidden as shooting one can draw attention to you. When the coast is clear, crouch and move forward (and right), past the planter, to the half-wall surrounding the lower fountain area. At the wall you'll get a prompt to pull out your Audioscope. Press left or right on your D-pad to do so. Next, stand up and look down into the fountain area. In the middle of it you'll spot two people talking to each other. The man on the right will glow green when you look at him with your Audioscope. Pull and release "RT" and the Audioscope will automatically zoom in and identify the man as an Enforcer (a bar will fill up confirming the identity). As an Agent, this will complete the Primary Objective.
Return to the bottom of the stairs. Make your way around the right side of the lower level to the stairs at the end. Disarm (push up on the D-Pad) and climb the stairs. CHECKPOINT
It's time to find your father. At the top of the stairs, move left, toward the nightclub and the guard at the open doorway. Since you're disarmed, he might warn you, but he won't stop nor harm you. Move behind him, then left, to the club's main entrance (if you get lost, follow the waypoints to it). Here you'll get an objective, Support: Evacuate Civilians. You must find the fire alarm to clear the civilians out of the nightclub. Easy enough.
Pass through the club's main entrance, and note the bar to your left. Run alongside the bar, then around the corner. Along the left wall is a door. Pass through it and make your way to the glowing red panel. Punch it (pull "RT") to set off the fire alarm and complete the Support: Evacuate Civilians objective. There's some Body Armor next to the trash cans in this room. Grab it, if necessary, then arm yourself and open the door to the nightclub.

Step out and you should be spotted by a few guards. Take cover behind the doorway and take them down (also, be aware the bartender might emerge from the door next to the fire alarm, take him out if he does). When the area is clear (or semi-clear) waypoints will be laid down for you. Follow them up the main staircase, then to the right. Shoot the men up here (they have much armor, so use your DEF-12 or UGL against them, but be sure to keep your P9P in your inventory, as you'll need the scope), then continue up the stairs. At the top you'll find a short staircase leading to a room with many red lasers. Crouch on the staircase and take cover. Look for enemies in the red laser room as best you can. If you can't find any to shoot, fire a shot to draw them out. Eliminate them from the cover of the stairs.
Enter the red laser room, then move up the stairs to the right. Move around to the opposite side of the balcony. Next to the fiery portrait you'll find some double doors. Open them up, then use the doorway for cover,if necessary, as you shoot the men waiting for you here. Again, move around the balcony (stay on the upper portion) to the next set of double doors. Pass through it.
Eliminate the enemies at the top of the stairs to the right, then move up said stairs. Look out for an enemy or two up here, then move around the hallway with the blue lights to the point where it meets the red lights. At this point, look left and you'll spot double doors. Move through them to complete the mission.
